My understanding is that this was a temporary issue while Microsoft switched WMC over to the Rovi system. Support for WMC and support for the EPG are not synonymous. Open the Add features to Windows 8/8.1 wizard, and do step 2 or 3 below depending on if you have already purchased the Windows 8/8.1 Media Center Pack or not.
