for my usage, it needs to be gone immediately upon hitting the start button from the desktop, which is the one thing that that setting doesn't change! Personally, that does not bother me much, and so I never bothered to learn how to move it. I probably would have been one to get my panties in a twist over something like this in the long past but these days it just doesn't really matter anymore.
