That's no joke. Windows 10's per-monitor display scaling in action. Here is a picture of Notepad with its non-client area properly DPI scaling next to another per-monitor application that has non-client area that isn’t scaling. This is because the display that its image was captured on used 200% display scaling, while the non-client area was initialized at 100% (system) display scaling.
